India and Pakistan have been enemies since birth. From the Kashmir issue to militancy, there is no issue on which Delhi and Islamabad do not disagree. So far, the two nuclear-armed countries have been involved in four full-scale wars. Relations between the two countries have deteriorated further after Narendra Modi came to power in India. In such a situation, the American media outlet Washington Post has reported in detail in a report that India’s intelligence agency ‘RAW’ is conducting secret killing missions on Pakistani soil.

The Washington Post has investigated six such assassinations organized in Pakistan since 2021. For this report, interviews with Pakistani and Indian officials, allies and family members of militants, and police documents and other evidence collected by Pakistani investigators were reviewed. The report has revealed the outline of an ambitious Indian assassination program. The Indian assassination mission organized in Pakistan has similarities with the country’s assassination mission organized in North America.

The attack on Amir Sarfaraz Tamba was brought to the fore as part of the Indian assassination mission. Aamir Sarfaraz is accused of killing Indian prisoner Sarabjit Singh in Kot Lakhpat jail in 2013. Pakistani officials have cited the incident as a notable example of the long-running shadow war between the two South Asian rivals.

India and Pakistan have long used armed groups to create chaos in each other’s countries. However, since 2021, India’s intelligence agency, the Research and Analysis Wing (RAW), has launched a systematic assassination program. Through this, ‘RAW’ has killed at least six people on Pakistani soil.

Narendra Modi has been portraying himself as the country’s most assertive and aggressive leader since independence. Tensions have risen in India’s relations with Western governments since last year. There have been allegations that ‘RAW’ officers ordered the killing of Sikh separatists in Canada and the United States. This is seen as an extension of India’s tested operations on Pakistani soil.

The Washington Post says that the assassinations organized in Pakistan are usually carried out by local petty criminals or Afghan mercenaries. Indian nationals were never used in the operation.

RAW officials used Dubai-based businessmen as proxies to deny their involvement. They also employed separate and siloed teams to monitor targets, conduct assassinations and transfer funds. The ring operated through unregulated banking networks across continents.

However, RAW has at times used weak tactics and poorly trained contractors, which is consistent with observations by US and Canadian law enforcement agencies.

The US media said the killings in Pakistan were mainly targeting suspected leaders of two groups designated as terrorist groups by the United Nations. The two organizations are Lashkar-e-Taiba and Jaish-e-Muhammad. They are accused of carrying out attacks on Indian soldiers.

According to the report, many of India’s activities in Pakistan have never been published before. Pakistani and Indian officials spoke on condition of anonymity to maintain confidentiality and provided various information on the matter.

A Pakistani official said, “Our concerns do not depend on the US and Canadian investigations. Will India be able to come out peacefully? Our answer is ‘no’.”

India’s foreign ministry declined to comment on the Washington Post report.
